    【本報訊】2024年4月,總部設於巴黎的全球零售商聯盟「消費品論壇」(CGF)正式宣布,哥倫比亞的 Florverde 永續鮮花認證已通過其「永續供應鏈倡議」(SSCI)的基準評估。此舉象徵著產業界對「信譽」與「領導力」的承諾,隨後衣索比亞及肯亞的花卉協會亦積極跟進,爭取同等級別的國際認可。然而,在全球鮮切花產業推動道德改革進入第三個十年的當下,儘管認證標章層出不窮,生產現場的困境卻依然如影隨形。 認證繁雜導致產業碎片化 目前全球花卉產業共有超過20種環境與社會標準並行,這種多樣性在實踐中形成了一種「碎片化」困局。以非洲產地為例,肯亞與衣索比亞的農場往往需同時符合公平貿易(Fairtrade)、雨林聯盟(Rainforest Alliance)及德國或荷蘭的特定標準。 對於中小型農場而言,每年應付三至四次的重疊審核,不僅合規成本高昂,且各標準間的實際改進差異極小。「花卉永續發展倡議」(FSI)試圖建立「標準籃子」框架以簡化流程,但這仍未觸及核心問題:現有標準是否具備足夠的約束力,能實質提升底層工人的生活品質? 公平貿易的成就與結構性局限 「公平貿易」長期被視為鮮花消費的黃金標準。2023年,獲證農場僅「公平貿易溢價」一項便獲得730萬歐元,資金直接投入醫療與教育。在肯亞與衣索比亞,受認證農場的工人在職業安全、合約保障及薪資水平上,確實優於非認證園區。 然而,鮮花與咖啡或可可不同,它缺乏「最低保證價格」機制。這意味著當市場價格震盪時,農場仍可能削減工資。此外,全球僅有極少數比例的農場獲得此類高門檻認證,多數勞動者仍處於監管真空。 區域現狀:進步中的脆弱性 各主要生產國在改革進程中呈現出截然不同的面貌:…
